The October 12th 1999 Speech from the Throne set an ambitious target for the federal government of Canada as follows:
"The government will become a model user of information technology and the Internet. By 2004, our goal is to be known around the world as the government most connected to its citizens, with Canadians able to access all government information and services online at the time and place of their choosing."
Within the various departments and agencies of the Canadian Federal Government, Government On-Line (GOL) initiatives are at different states of readiness, the client base is fragmented and the associated requirements’ breadth varies. Some departments are to be taken from potentially 0% to 100% online readiness. Requirements will include everything from the reengineering of business processes, determination of the content of the new delivery models, development of new applications and ensuring that the government employees who will be providing the services have the necessary tools, training and other resources required to provide services to the public.
